How Can I Fix My Internet Explorer If I Can’t Download A New One?

My Internet Explorer is acting up…It SEEMS to act like there are two programs running…I get the first screen ok, but any attempt to link to another site gives me a blank window. I thought I would fix it be redownloading it, but the Explorer keeps hanging on me. Also, when I try to start frome the desktop, I just get another explorer icon!
